Referee Assignment
   
 

We directly assign referees for all Pee Wee games up through U10. For U11 and higher, the referees are under the auspices of the North Shore Youth Soccer Association, and are assigned by them. All the youth soccer clubs on the North Shore subscribe to the same set of rules for Pee Wee play, so a standardized referee training system is in place. Therefore, youth referees are eligible to officiate at any of the youth games provided they have qualifications required for that particular level. It is important for coaches and parents to realize that encouraging and fostering the education of the referee is their responsibility, as well as caring for their own team.

Entry Level Referee Clinic (Class 4) - Overview

The Entry Level (formerly know as Class 4) Referee Clinic is the entry point into the Provincial Referee Program.
 
The Youth Referee Classification is based passing the entry level referee clinic and being 14 or 15 years old.
 
The District Referee Classification is based passing the entry level referee clinic and being 16 years old or older.
The goal of this three day clinic is, through experienced referee instructors and video, to improve the knowledge level of referees in all aspect of the game.  The topics covered include:

Laws of the Game.
Positioning.
Signals.
Administration of the game.
Preparation & Match Reporting.
Pre-requisite: Minimum 14 Years old

Course Length: 17 hours
 
Course Fee: $100.00
(if successfully in this clinic the BCSA is pleased to provide you with your 1st year's BCSA Referee Annual Registration FREE of charge - this as of August 1, 2007)

Different game levels require referees to acquire different training qualifications. The following are the courses, and age requirements, that your referee will have completed depending on the age group of your team.

12+ year olds Level 5 Youth Recreational Course 8-hour course Eligible to referee U7 through U11
14+ year olds Level 4 Youth Competitive Course 16-hour course Eligible to referee through youth soccer at Referee-in-Chief’s discretion.
16+ year olds Level 3 Referee This is the adult referee course Eligible to referee U12+

Class 5 Soccer Referee Course


An 8 hour clinic to certify for refereeing Mini to U11 games and/or become an Assistant Referee for U16-U18 games. Referee starter kit flag, whistle, cards & notebook can be purchased for an extra fee of $23 at point of registration. Kit will be handed out on the first day. Delbrook Rec. Centre - Oak Room $45

Each soccer club receives a list of course participants who passed the course and then they will be called once the schedules are issued in the fall to start refereeing!

In addition, students can now earn extra external credits through their involvement with coaching and officials development. More information can be found on the Ministry of Education website www.bced.gov.bc.ca

All five youth clubs on the north shore use the same mini-soccer rules for peewee games. Note that the rules differ from the FIFA rules for peewee taught during the class 5 course. All referees should familiarize themselves with the age group specific rules before refereeing a peewee game.

Any referee who takes a class 5 course not through North Van Rec will want to contact one of the 5 north shore youth clubs to get their name & number into the list used for assigning peewee (U6-U10) games.

Class 5 referees (those refereeing U6 through to U11) are encouraged to attend RefClub meetings, where they can get information on the laws & rules, lines clinics, and other useful referee stuff from senior referees.

The meetings are held on the first Friday of each month from September to March, at 6pm for one hour, at the Delbrook Rec Centre (cedar room)

Please note: The September meeting will be held on September 10th due to the holiday weekend.

All referees should have as a minimum:
- Two whistles,
- A pair of flags,
- A wrist watch with a stopwatch function,
- A referee book with cards.
